As superintendent of Proctor Public Schools, I want to share with our community that the district is beginning a community-focused facilities planning process to thoughtfully assess the condition, functionality, and long-term needs of its school buildings and other district facilities. The work is part of the district’s ongoing commitment to maintaining safe, accessible, and supportive learning environments for students while being responsible stewards of community resources. At this stage, the focus is on learning, listening, and gathering information so we can better understand how our facilities are currently serving students, staff, and the broader Proctor community today.
Guided by its mission and vision – Driven by Purpose, Powered by Community to Educate, Engage, and Inspire – we know that high-quality facilities play an important role in student success, staff support, and community connection. Our schools and facilities are more than buildings; they are places where relationships are built, traditions are carried forward, and our community comes together.
For generations, Proctor Public Schools has been rooted in strong relationships, community pride, and a legacy of grit and integrity. Our facilities, including all school buildings and athletic complexes, support not only education, but also gatherings, activities, and shared experiences that matter deeply to this community. As buildings age and expectations for safety, accessibility, and learning environments evolve, we must take a proactive and responsible approach to planning for the future. This work is about understanding how to care for and maintain these spaces over time so they can continue to support students and community members for years to come.
As part of this effort, the Proctor School Board has recently hired InGensa, Inc., a facilities management partner, to assist the district through a comprehensive assessment process. This work will include a review of existing facilities, infrastructure, and site conditions, as well as an evaluation of how effectively current spaces support teaching, learning, activities, and ongoing maintenance needs. The assessment will also examine building systems and components, such as mechanical, electrical, and other infrastructure, to better understand long- term maintenance, renovation, and replacement needs. At this time, no specific projects or solutions have been identified.
On January 28, district administration met with InGensa to formally begin the four-month assessment process. This initial meeting focused on establishing the timeline, outlining expectations, and discussing how community engagement will be incorporated throughout the work. The assessment phase is dedicated to gathering information, which will be reviewed at the conclusion of the four-month process with district administration, the Proctor School Board, and key stakeholders.
This planning process aligns with the district’s strategic focus on Facilities and Access, which emphasizes maintaining and improving learning environments to support safety, accessibility, and modern opportunities for students and community members. Our goal is to ensure Proctor’s schools and community spaces remain inviting, functional, and well-maintained, preserving the quality of the environment the district provides today for future generations.
Throughout the process, Proctor Public Schools is committed to transparency, communication, and community engagement. As the assessment progresses, we will share information and opportunities for community input, ensuring residents, families, staff, and students have a voice in shaping next steps. Any future recommendations will be guided by data, community feedback, and the district’s long-term vision.
In Proctor, our facilities are places where students feel safe, supported, and connected, and where our community comes together. This work is about understanding how well our schools and community spaces are creating that kind of environment today, and what we may need to consider as we look ahead.
I encourage community members to stay informed as this work moves forward by following district communications and participating in future engagement opportunities. Additional information will be shared as it becomes available. For questions or comments, please contact me at trohweder@proctor.k12.mn.us or by phone at 218-520-3184.
